A block paved driveway providing off street parking
Driveways and parking

A smarter
way to park
at home.

A new or larger driveway can give you off-street parking and make your home more practical. In many cases it can be built under Permitted Development (PD) without a full planning application.

The key PD rules.

Driveways and other hardstandings fall under Class F of the Permitted Development Order. The main limits are on the type of surface material used and how the surface is drained, with additional rules in sensitive areas and for listed buildings.

The important bit:

Your driveway must comply with all of the relevant PD rules. If any single limit is exceeded, a normal planning application may be required.

What types are allowed?

Different types of driveway and parking area can often be built under PD, including:

Permeable drivewayPermeable drivewayGravel, permeable block paving or other permeable materials (often preferred for larger areas).
Permeable block paved front drivewayImpermeable drivewayTarmac or standard block paving can be used, subject to size limits and drainage rules.
Detached garage standing separately behind the house in the rear gardenAdditional parking spaceCreating extra off-street parking within the existing driveway or front garden.

What surface can you use?

Where a hard surface sits on land between the principal elevation of the house and a highway and covers more than 5 square metres, it must either be made of porous materials, or run-off must be directed to a permeable or porous area or surface within the curtilage of the house.

What about drainage?

If the new or enlarged driveway uses an impermeable surface, rainwater must drain to a permeable area within your property (such as a lawn or border), not onto a public highway or into the public sewer.

Drains to a permeable area within your property (allowed)
Drains onto a highway or into a public sewer (not allowed)

Materials and appearance.

Materials should be of a similar appearance to the existing property and surrounding area, especially in conservation areas.

Permeable block paved front driveway

Other important limits.

  • Applies to hard surfaces between the principal elevation and a highway covering more than 5 square metres.
  • Use porous materials, or direct run-off to a permeable or porous area within the curtilage.
  • Additional rules may apply in conservation areas, AONBs and for listed buildings.

Permitted Development rights described on this page apply to houses in England under the Town and Country Planning (General Permitted Development) (England) Order 2015. Different planning rules apply in Scotland, Wales and Northern Ireland. This page is general guidance, not a formal planning determination — always check your own property and, where you need certainty, apply to your local planning authority for a Lawful Development Certificate.

Maximize your property’s footprint with precision and ease. Permitted provides complete design for Permitted Development Rights. Our packages are designed around the Permitted Development limits, so many projects can proceed without a full planning application.
