Householder Application Fee (2025)
The householder fee of £258 applies to applications for works or extensions to an existing single dwelling. It covers a single application regardless of how many elements are proposed (e.g. a rear extension and a loft conversion can be in one application for a single £258 fee).
This fee was increased from £206 on 6 December 2023 under the Town and Country Planning (Fees for Applications, Deemed Applications, Requests and Site Visits) (England) (Amendment) Regulations 2023.

Free Applications: Listed Buildings and Exemptions
The following applications attract no fee:
- Listed Building Consent — free regardless of the nature or scale of the works
- Conservation Area Consent — free
- Tree works (TPO) — free to apply for consent to carry out works to protected trees
- Advertisement consent in some cases — charity advertisements are free
Fee Exemptions: Disabled Adaptations
Planning applications for works relating to a disability are exempt from fees if:
- The works are for the sole benefit of a registered disabled person living (or proposing to live) in the dwelling, and
- The application is for planning permission only (not prior approval)
This exemption covers ramps, accessible bathrooms, extensions for ground-floor bedrooms, and similar adaptations. You must declare the exemption when submitting.
Recent Fee Changes (December 2023)
The December 2023 fee changes introduced:
- Householder fee increased from £206 → £258 (a 25% increase)
- Most other fees increased by approximately 25–35%
- Prior approval fees increased to £120 per dwelling
- A new fee category for retrospective applications
These were the first significant planning fee increases since 2012. The government indicated further increases were planned.
How Fees Are Calculated
The Planning Portal automatically calculates the correct fee when you complete an application online. To work out fees manually, refer to the Town and Country Planning (Fees for Applications, Deemed Applications, Requests and Site Visits) (England) Regulations 2012 as amended.
Frequently Asked Questions
Is the planning application fee refundable if my application is refused?
No. Planning application fees are only refunded if the application is declared invalid before the clock starts. Once validated, the fee is not returned regardless of the outcome. However, you can resubmit once within 12 months of a refusal at no extra charge.
How much does it cost to apply for a Certificate of Lawful Development?
A Certificate of Lawful Development (CLD) costs 50% of the equivalent planning fee. For a householder CLD (proposed), this is currently £129. For an existing use or operation, it is also 50% of the relevant fee.
Do I need to pay a fee for prior approval for a rear extension?
The Neighbour Consultation Scheme (prior approval for a larger home extension under Class A) costs £96. This covers single-storey rear extensions between 4m and 8m (detached houses) or 3m and 6m (semi-detached/terraced).
